Significant Increase Of German Cultivation Associations Expected This Year

The German Cannabis Business Association (BvCW) recently conducted a survey, posing the question, “Currently, there are at least 368 approved cannabis cultivation associations (CAVs). How many do you expect by the end of 2026?”

Cannabis cultivation associations are a key component of Germany’s adult-use cannabis legalization model, along with home cultivation and, eventually, regional adult-use cannabis commerce pilot trials. Nationwide recreational cannabis sales remain prohibited in Germany due to current European Union agreement limitations.

“Most responses indicated numbers between 400 and 600 growers’ associations, with a clear focus on around 500. Some participants estimated significantly higher figures of up to 1,000 or even 2,000 growers’ associations.” BvCW stated about its survey results in a recent newsletter (translated from German to English).

“Overall, the results suggest that the majority expect a significant further growth in cannabis cultivation associations by the end of 2026.” the industry association also wrote in its recent newsletter.

Cultivation associations involve adult cannabis consumers becoming members of the associations and sourcing their cannabis products legally. Prospective cultivation association operators could start applying for licenses with authorities in Germany as of July 1st, 2024. In addition to Germany, cultivation associations are also operating in Malta.

According to the Federal Association of Cannabis Cultivation Associations’ (BCAv) most recent data, 368 cultivation association applications have been approved so far. BCAv “combines political, technological, and economic expertise and advocates for improved political frameworks. Key regulatory issues are addressed at all levels and further developed in the interests of growers’ associations.” according to its website (translated from German to English). “To this end, BCAv organizes events, networks the stakeholders and directly addresses decision-makers.”
