Meet Amber Morris, Chief of California Cannabis Licensing, at the ICBC

Following the passage of adult-use legalization in November, California has initiated a new state program to deal with the complexities of opening a new market above-ground. The CalCannabis Cultivation Licensing program as it is known, is an effort of the California Department of Food and Agriculture to reconcile the intricacies of the Medical Cannabis Regulation and Safety Act through the production of a cannabis cultivation licensing and a “Track and Trace System”. Essentially, the CalCannabis Cultivation Licensing program is the new government bureaucracy tasked with creating the regulatory structure which will define all cannabis related business in California moving forward.

Amber Morris is the new branch chief for the CalCannabis Cultivation Licensing program, and has been charged with overseeing its implementation – making her possibly the most important expert on cannabis in the State of California. Over the coming months, her job will include working with economists to create a tiered permit fee program which will ultimately heavily influence how different players will fit within the new market structure. Under this division, the State will develop the “track and trace system”, which will include testing protocols from start to finish and ultimately, the guidelines under which permits will be issued for legitimate cannabis businesses in the California.

Though California will not be issuing any cannabis licenses until January 1st, 2018, the next year will be extremely important to the negotiation of the new regulatory framework for cannabis in the Golden State.
