In a world in which medical cannabis product offerings are seemingly ever-expanding, cannabis flower remains a very popular option among patients. Other consumption methods, such as edibles, topicals, and other forms of consumables have increased in availability and popularity in legal markets, which has reduced demand for flower. However, overall demand for flower is still strong.

Medical cannabis flower is very popular in Germany, which is Europe’s largest legal medical cannabis market. Germany is the top destination for legal medical cannabis flower exports from other legal markets, in addition to an increasing amount of medical cannabis flower being produced domestically by cultivation license holders in Germany.

A team of researchers affiliated with multiple academic institutions in Germany and Denmark recently collaborated on a study examining how supply and demand evolved in Germany’s legal medical cannabis market after the passage of the historic CanG measure in April 2024, including which medical cannabis THC percentages are the most popular with patients. The researchers’ findings were published in the International Journal of Drug Policy.

“Between December 2024 (n=266) and November 2025 (n=401), the number of cannabis flower products available for purchase increased (total availability across the study period: n=996). Median %THC remained mostly stable, but the price per 10mg THC dropped by -0.003€ every week (95% Confidence Interval[CI]: -0.004 to -0.002€).” the researchers found.

“Products with 20 to 29.9% THC made up more than two-thirds of total demand. Product demand quantities increased with every percentage point higher %THC (Incidence Rate Ratio[IRR]=1.13, 95% CI: 1.08 to 1.17) and decreased with every € higher price (IRR=0.59, 95% CI: 0.55 to 0.63; R2 = 0.38). The price changed at least once for about every second product, with price reductions being associated with demand increases.” the researchers added.

“Average prices for one gram of cannabis flower decreased by about one-third, while slightly more pronounced decreases were observed for a 10mg THC unit price. These dynamics mostly concern products with at least 15% THC, while products low in %THC but high in %CBD were hardly available and least likely to be demanded. Products with high demand, i.e., with low price and high %THC, were often observed to be out of stock and soon re-stocked.” the researchers concluded.

Frankfurt, Germany-based Bloomwell Group, one of Europe’s leading medical cannabis companies, recently conducted a survey of 3,528 medical cannabis patients and determined, among other findings, that the average price being paid for legal medical cannabis flower in Germany was 4.52 euros per gram as of March 2026, down from 5.23 euros per gram in December 2025.

“At the same time, the prescribed quantity of medical cannabis flowers increased by more than 4,500 percent compared to March 2024.” Bloomwell stated in a press release obtained by the International Cannabis Business Conference regarding Q1 2026 medical cannabis prescriptions in Germany.

“In view of more than one million cannabis patients in Germany, 200 tonnes of imported cannabis in 2025, and continuously rising prescription numbers, no one can seriously dispute how many patients have now successfully transitioned from illegal self-medication to legal, medically supervised care. The low prices have made a significant contribution to making medical cannabis affordable for many segments of the population. Digital therapy is therefore the real game changer on the way to legal sources of supply and the most effective political lever for combating the illegal market.” Niklas Kouparanis, Co-Founder and CEO of Bloomwell Group GmbH, stated.

“Statements by politicians who nevertheless speak of a booming black market stand in clear contradiction to the empirical, partly scientifically collected data of the Ekocan Report and undermine the basis for evidence-based political decisions. It is absurd that the very same people making such claims are demanding more restrictions for medical cannabis in the same breath—which would only strengthen that very black market, drive patients back into illegality, and financially harm local German pharmacies in turn.” Mr. Kouparanis added.
