Saint Kitts and Nevis is a dual-island nation located between the Atlantic Ocean and the Caribbean Sea. It has the distinction of being the smallest sovereign state in the Western Hemisphere, as measured by both population and landmass. Saint Kitts and Nevis has an estimated population of fewer than 50,000 people, with roughly three-quarters living on the island of Saint Kitts and one-quarter on the island of Nevis.

The dual-island nation is home to a small emerging legal medical cannabis industry. Saint Kitts and Nevis’ Medicinal Cannabis Authority recently announced it is seeking guidance from Saboto Caesar, a former Minister of Agriculture in St. Vincent and the Grenadines, on developing a national banking framework.

“During his visit, Mr Caesar will meet with representatives of various financial institutions to better understand the challenges associated with providing banking services to the medicinal cannabis industry.” reported Nevis Pages in its local coverage.

“He will also share the policies and best practices that enabled St. Vincent and the Grenadines to become the first Organisation of Eastern Caribbean States (OECS) member to export medicinal cannabis, following the receipt of an export licence from Germany.” the outlet also reported. Saint Kitts and Nevis launched the Medicinal Cannabis Authority in April 2025.

“It is our job as the Medicinal Cannabis Authority to navigate these legal nuances, address public health concerns, and dispel negative stigmas to ensure that access to medicinal cannabis is clear, transparent, and never unreasonably denied,” stated Chairperson Mrs. Jihan Williams-Knight at the time.

According to the Medicinal Cannabis Authority’s website, over 200 patients have registered as medical cannabis patients in Saint Kitts and Nevis, the Authority offers over 50 educational resources to patients, and there are two registered medical cannabis dispensaries located in the country.
