Cannabis To Be Sold At New York Farmers Markets And Events
New York State holds a very important economic, public policy, and media market status not only in the United States but also worldwide. New York City has a gross municipal product of over $2 trillion, producing more value than the entire gross state product of Florida, which represents roughly 9% of the United States economy. With that in mind, when New York does something to expand its legal cannabis industry, it is significant and likely motivates other legal markets to consider following suit.
New York State implemented its medical cannabis program in 2016 and later adopted adult-use cannabis legalization in 2021. In recent years, New York’s market has increased in size and value, reaching over $1.7 billion in total sales in 2025 alone. New York’s Governor recently signed a bill into law that will further expand the state’s legal industry by permitting licensed cannabis businesses to sell cannabis directly to consumers via farmers’ markets and at authorized events.
“This new law gives licensed microbusinesses and dispensaries a real chance to succeed in New York’s legal cannabis market,” New York Governor Kathy Hochul stated in a press release. “By opening the door for legal operators to sell at approved community events and farmer’s markets we are putting small entrepreneurs on a level playing field, expanding consumer access to safer, regulated products and strengthening one of New York’s fastest growing industries.”
“Regulated cannabis has proven to be an economic engine for New York, but the strength of this market lies in the businesses operating across the supply chain. The Governor signing this bill secures a critical opportunity for the microbusinesses building New York’s craft cannabis ecosystem to showcase their products at events across the state. This bill advances equitable, inclusive opportunity for our small businesses, and we thank the Governor, Senate and Assembly for their continued commitment to strengthening New York’s cannabis market.” Office of Cannabis Management Executive Director John Kagia said.
“The Cannabis Farmer’s Alliance is thankful to the Governor for signing this important fix to the showcase events statute and to the Office of Cannabis Management for its critical guidance and support. Likewise we are grateful for the support of the legislative sponsors, Senator Michelle Hinchey and Assemblywoman Donna Lupardo, who have been tireless in their advocacy for cannabis farmers. This bill, along with the Governor’s consistent support for our priorities, have fundamentally changed the market for the better and we applaud the Governor’s actions today.” Cannabis Farmers Alliance President Joseph Calderone added.
New York is not the first legal market to permit legal cannabis sales at community markets and events. A notable example can be found in California, where cannabis sales have been permitted at the California State Fair in recent years. However, the concept of legal sales at community markets and events is still fairly rare in legal cannabis jurisdictions.
The first legal adult-use cannabis sale occurred in New York State in late December 2022. The state is now home to over 500 licensed cannabis retailers. In 2023, the state’s legal adult-use industry generated roughly $21,500,000 in taxes and fees. The revenue total increased to $135,000,000 in 2024 and $173,363,400 in 2025.
